They still "young". When it is the time they'll know, especially when they are working or married or become parents. One thing you can tell them firmly, if they don't want to register as voter, don't want to vote; they don't deserve any right to make complaint about the policies in the nation. Don't complaint traffic jam on the road. Don't complaint the society has high crime rates. You know what I mean here.
